Scoring Process Overview

The scoring process is divided into three main phases to ensure a fair and comprehensive evaluation of all submitted proposals.

1. Create a Scorecard

A standardized scorecard is developed for each evaluation. This scorecard will incorporate the defined scoring metrics and formulas to ensure consistency across all evaluators.

2. Assigning Evaluators

Evaluators can be assigned based on their expertise relevant to the proposal's content.

Conducts the scoring using the provided scorecard.

Scoring Administrator

Compiles the final scores and generates reports.

3. Complete Scoring

Evaluators will use the Scoring page to select the appropriate scorecard and complete the scoring for their assigned proposals. Each evaluator will provide a detailed rationale for their scores. 

Scoring Metrics

The following metrics are used in the evaluation process:

  • Weight: Distributed weight assigned at the section level to reflect the importance of that section relative to the entire proposal.

  • Priority: A value between 1 and 10, where 10 indicates the highest importance/priority and 1 indicates the lowest.

  • Overall Contribution: A calculated metric showing how much an individual question's score contributes to the overall 100% weighting of the entire proposal.

  • Question Score: The individual score awarded to a specific question within a section.

Scoring Formulas

The overall score can be calculated using one of two available methods: Weighted Scoring or Non-Weighted Scoring.

Weighted Scoring

  1. Overall Contribution %

Overall % = Selected ImportanceSum / Selected Importances * Section Weight %

  1. Question Score %

Question Score = Scores AwardedSum /Max Scores * Overall %

  1. Section Score

Section Score = Sum of Question Scores

Non-Weighted Scoring

The Non-Weighted Scoring formula is applied when section weights are not a factor.

Question Score=Scores AwardedSum / Max Scores*100
